KEY DECISIONS TAKEN UNDER URGENCY PROCEDURES

Due to the length of the procurement process, unless the five working day consideration and the three day call in period is waived, the contract cannot commence from 1 April 2018 . This would leave the Council without insurance from that date until the contract could be put in place, which would leave the Council exposed to insurance claims. The Council’s Monitoring Officer was made aware of the intention to use Special Urgency. The Chairman of the Growth, Environment and Resources Scrutiny Committee agreed to waive the five day consideration and 3 day call in period. The current contract with Arcus Global Limited expires on 31st March 2018 necessitating a replacement contract to be in place by 1st April 2018. To bring control and management of the AWS estate closer to PCC, the decision has been taken to remove Arcus Global from supply chain by procuring AWS services directly G-Cloud 9 Framework Agreement (as covered by this CMDN) as well as the management service/support wrap also previously provided by Arcus.
