Reason for urgency:
With the approval of the Chairman of the Growth, Environment and Resources Scrutiny Committee the Special Urgency and waiver of call-in procedures have been invoked to suspend the requirement to publish the decision for 5 days prior to publication and to waive the ability for the decision to be called-in. The current contract with Arcus Global Limited expires on 31st March 2018 necessitating a replacement contract to be in place by 1st April 2018. To bring control and management of the AWS estate closer to PCC, the decision has been taken to remove Arcus Global from supply chain by procuring AWS services directly G-Cloud 9 Framework Agreement (as covered by this CMDN) as well as the management service/support wrap also previously provided by Arcus.

This decision will be taken under urgency procedures.

Reason for urgency:
Urgency, Special Urgency and Suspension of call-in procedures have been invoked in relation to this decision, as set out in the Council’s constitution at Part 4, Section 7(6), Section 7 (7), and Section 8 (10.22) respectively. This is with the agreement of the Chairman of the Growth, Environment and Resources Scrutiny Committee and the Monitoring Officer. The decision is urgent due to the deadlines provided to the Council by central government. The suspension of call-in has been granted as a delay in the implementation would mean the Council was no longer eligible to opt in to the 20% increase in planning application fees.
