Modification to the PSSP Contract - KEY/7NOV22/05

With the approval of the Chairman of the Growth, Resources and Communities Scrutiny Committee, the urgency and special urgency procedure have been invoked to suspend the requirement to publish the decision on the Forward Plan for the full 28 days and to suspend the requirement to publish the decision for five days. The item has been on the Forward Plan since 7 October 2022. The provision for call-in remains. 

 

These procedures have been invoked because this is part of a jointly commenced programme between the Council and Serco to review and transform the Peterborough and Serco Strategic Partnership ("PSSP") Contract to align the Contract to the current operational demands and budgetary challenges of the Council.  This decision has been confidential due to the ongoing negotiation to return the Procurement Service in-house as part of the Programme and the impact on staff transferring from Serco to the Council.  The staff have now been informed and we are working to an effective date of 1 November 2022.

 

The Cabinet Member authorised the Variation to the Council's Operational Services Agreement (Peterborough Serco Strategic Partnership Contract): Modification to scope of the PSSP Contract – Procurement?Service Support element.

Explanation of anticipated restriction:
The attached report/background information is NOT FOR PUBLICATION in accordance with paragraph (s) 3 of Schedule 12A of Part 1 of the Local Government Act 1972 in that it contains information relating to Information relating to the financial or Business affairs of the parties, namely specific details of the commercial information in relation to any future contract termination costs. The public interest test has been applied to the information contained within the exempt annex and it is considered that the need to retain the information as exempt outweighs the public interest in disclosing it, as to do so may comprise the contractor's commercial position in the market please.
