Reason for urgency:
With the approval of the Chairman of the Growth and Regeneration Scrutiny Committee, special urgency procedure, and waiver of call-in procedure have been invoked to suspend the requirement to publish the decision for five days, and to subject the decision to a three day call-in period. These procedures have been invoked because there is a limited time to exchange of contracts which needs to take place within the next week and the standard process could potentially mean losing this deal.
