Authority is sought from the Cabinet Member, in consultation with Group Leaders, to:
1. Approve the amendment of the terms of the Strategic Partnership with Empower Community Management LLP.
2. Amend the financing agreement with ECS Peterborough 1 LLP to provide additional funding to support the roll out of solar PV installation on rooftops for social housing schemes outside Peterborough.
3. Provide additional capital financing for ECS Peterborough 1 LLP up to the value of £30m.
4. Delegate approval to the Corporate Director, Resources to further extend the financing arrangement by up to £10m if the additional funding of £30m is successfully utilised prior to the Feed in Tariff cut-off date on 31 December 2015.
5. Delegate approval to the Corporate Director, Resources to agree the refinancing timetable with ESC Peterborough 1 LLP.
6. Approve Council entering into such further agreements with ECS Peterborough 1 LLP and any other body necessary to facilitate the arrangements set out in this report
7. Delegate to the Corporate Director, Resources and Director of Governance the ability to finalise any individual matters.

Reason for urgency:
Pursuant to Part 4, Section 8 of the Council’s Constitution, the Chairman of the Scrutiny Committee for Sustainable Growth and Environment Capital in consultation with the Monitoring Officer has considered a request that this decision be deemed to be urgent and the reasons for this request. A decision may be deemed urgent if any delay likely to be caused by the call-in process would seriously prejudice the Council’s or the public interest.
The Chairman considers that in this instance that this proposed decision is reasonable in all the circumstances and that it is in the public interest to waive the call-in procedure in order to act with urgency as a result of the unexpected cut in the FIT rate and the resulting short timetable this leaves for implementing the decision. Consequently this decisions shall not be subject to call-in.
