Award of Insurance Contract - KEY/10JAN13/01

This decision is urgent as the Council’s current insurance arrangements come to an end on 31 March 2013 and the new insurance contract has to be in place for 1 April 2013. Due to the length of the procurement process, unless the five working day consideration period is waived, the contract cannot commence from 1 April 2013. This would leave the Council without insurance from that date until the contract could be put in place, which would leave the Council exposed to insurance claims.

The Chairman of the Sustainable Growth and Environment Capital Scrutiny Committee agreed to waive the consideration period on 8 March 2013.

The Council’s Monitoring Officer was made aware of the intention to use Special Urgency on 8 March 2013.

This Key Decision contains background information that is NOT FOR PUBLICATION in accordance with paragraph 3 of Schedule 12A of Part 1 of the Local Government Act 1972 in that it contains information relating to financial and business affairs, namely, the tender prices submitted by bidders and their relevant scores.  The public interest test has been applied to the information that is contained in the Exempt Annex to this Decision Notice and it is considered that the need to retain this information as exempt outweighs the public interest in disclosing it because to disclose it could compromise and prejudice the Council’s position in any future procurement exercise for these types of works.

The Cabinet Member approved the recommendation made by the Council’s brokers to award the new insurance contract for Lots 1 to 4 to Zurich Municipal for the sum of £772,375.50 plus Insurance Premium Tax and Lot 5 to Risk Management Partners for the sum of £10,226.00 plus Insurance Premium Tax.
