The report is being presented to the Shareholder Cabinet Committee to provide an overview of the Empower Peterborough project and an update on the progress of the loan re-financing to a long term funder.

The report is being presented to the Shareholder Cabinet Committee to provide an update on Medesham Homes activities / achievements and provide an overview of the options under consideration for the future of the company’s operations and governance arrangements

The Shareholder Cabinet Committee RESOLVED to: 

• Note the progress that has been made by Medesham Homes LLP in delivering affordable rented homes in Peterborough; 
• Note that in the near future it will no longer be possible to finance the development undertaken by Medesham Homes from historic right to buy receipts; 
• Agree to pursue option 4 as set out in the report for the future operation of the company for discussion and agreement with the Council’s JV partner, Cross Keys Homes;
• Request that Medesham Homes LLP's existing Business Plan be circulated to Shareholder Cabinet Committee members.

The Cabinet Member:

·         approve the proposal for the RCDEA to open a new voluntary aided Roman Catholic primary school at Hampton Water having regard to the Opening and closing maintained schools, statutory guidance for proposers and decision makers (DfE November 2018) and taking into consideration:

a)    the responses submitted during the initial 6 week consultation held by the RCDEA in September/October 2019

b)    the views/comments submitted during the statutory 4 week representation period which concluded on 19 December 2019, including support for, objections to, and comments on the proposal.

The Cabinet Member:

1.    Approved the amendment of the terms of the Strategic Partnership with Empower Community Management LLP

2.    Approved the amendment of the financing agreement with ECS Peterborough 1 LLP

3.    Approved the Council entering into such further agreements with ECS Peterborough 1 LLP and any other body necessary to facilitate the arrangements set out in this report.

4.    Delegated to the Corporate Director, Resources and Director of Law and Governance the ability to finalise matters 1 to 3 above.
