Note: This Neighbourhood Committee will be preceded by a Ward Forum at 6.00pm. This will be a chance for you to talk to your Ward Councillor about any issues affecting the area. This will be followed by a Neighbourhood Panel from 6.30-7.30pm, to voice your concerns to police and partners and agree the priorities for action over the next three months. This Neighbourhood Committee meeting will also include a display relating to planned National Grid works on Oundle Road commencing in March 2012.

The minutes of the meeting held on 13 December 2011 were approved as a true and accurate record.

Issues arising from previous meeting

Minutes:

The Neighbourhood Manager (S2) advised the Committee that feedback documents were available, which provided detail on the actions taken from the previous meeting of the Neighbourhood Committee Meeting held on 13 December 2011.

 

5.

Youth Forum

Presentation from the Youth Forum on the Urban Sports Park project in Hampton

Minutes:

Members received a presentation from the Youth Forum on the Urban Sports Park project in Hampton.

 

The following key points were highlighted:

  • Skate project in Hampton received 100k;
  • A planning meeting was due to be held to discuss the requirements for the skate park;
  • Consultation had been underway with the local primary schools;
  • A location was to be decided following the planning meeting;
  • The Youth Forum Team was working closely with the Neighbourhoods Team;
  • Police providing support by offering an officer to work with the project group; and
  • The project group were due to meet with the designers.

 

Comments and responses to questions were as follows:

 

  • The skate park was due to be delivered within the financial year 2012/13; and
  • The Friday night football project was commended by Elected Members

 

Action Agreed

 

It was agreed that location maps would be provided detailing the proposed sites, which had been identified for the skate park.

Updates on Matters of Interest Relevant to the Committee

City Centre Calendar of Events 2012

An opportunity to hear about the number of events planned in the city and how communities can get involved.

City Centre Calendar of Events 2012

 

The Neighbourhood Committee received a presentation on the City Centre Calendar of Events from the Head of Commercial Operations

 

The following key points were highlighted:

 

         Peterborough Water Festival - 12 and 13 May;

         May Willow Festival - 25 to 27;

         Tour Series - 29 May;

         The Queens Jubilee - 4 June;

         Vivacity Arts Festival - 30 June;

         Olympic Torch - 3 and 4 July;

         Vivacity Arts Finale - 7 and 8 July;

         Beer Festival - 24 to 31 August;

         Italian Festival - 15 and 16 September;  

         Perkins Great Eastern Run - 14 October;

         Christmas Lights - 17 November; and

         New Years Eve Celebrations - 31 December.

 

In addition the Committee was advised that:

 

         Peterborough Water Festival organisers were looking for musicians to become involved in joining their performance;

         Music promoters would be in attendance at the Willow Festival;

         There would be a rehearsal for the Olympics events in April 2012;

         Perkins Great Eastern Run – Free training sessions were on offer through running clubs; and

         spare Christmas lights which had become surplus to requirements by Peterborough City Council were available to establishments wishing to use them.

Enterprise Peterborough Streetcare Model

A presentation outlining the service provided by Enterprise Peterborough to manage the city’s waste, cleansing and landscaping operations.

b) Enterprise Peterborough Streetcare Model

 

The Neighbourhood Committee received a presentation from the Director of Enterprise Peterborough (EP), outlining the service provided by EP to manage the city’s waste, cleansing and landscaping.

 

The following key points within the presentation were highlighted:

 

  • The implementation of Street Care teams for open parks and open spaces was rolled out in the summer of 2011;
  • The Street Care teams duties including grass cutting, shrub pruning, clearing litter and emptying dog foul bins;
  • The formation of a Litter Action Group, which consisted of Members, Officers and Volunteers;
  • Waste and Recycling services;
  • Collection of textiles in conjunction with SENSE; and
  • The provision of a secondary brown bin at a charge to each household that required one.

 

The Committee was also advised that booklets had been distributed to all households in Peterborough detailing all waste items that should be recycled

 

Comments and responses to questions included:

 

  • In order to combat hot spot areas of litter dropping,  sixty bins had been installed;
  • Hampton Parish had to employ a street cleaner in order to maintain litter control in areas that had not been adopted by the Council;
  • Monthly updates were being received and reviewed on a regular basis by EP in order to keep up to date with the land that had been adopted by Peterborough City Council;
  • Peterborough Enterprise were commended over the improvement works that had carried out in the Hinchcliffe area;
  • Councillor Stokes had arranged to walk around with EP Peterborough in the Waterville area; and
  • Enforcement action would be taken against developers who generated rubbish in the community.

Open Session

An opportunity for any member of the public, elected and co-opted members of the Neighbourhood Council to raise anything that affects your area and to suggest items for future meetings.

Minutes:

The Committee were given an opportunity for any member of the public, elected and co-opted members of the Neighbourhood Committee to raise anything that affected their area and to suggest items for future meetings.

 

The Committee received an update from Bob Currell regarding the recent start up of the Street Watch and Police Service Volunteer (PSV) scheme.

Key points in the update included:

 

  • PSVs to operate a mobile Close Circuit Television van;
  • Support received from the  Home Office to set up the two schemes;
  • 40 schemes adopted nationally;
  • Citizens starting to patrol problem areas in their communities;
  • Engagement with Young People and liaising with the appropriate agencies;
  • Information provided about the Steering Group; and
  • The Involvement from Inspector Andy Bartlett.

 

Members of the public were advised to get in touch with Inspector Andy Bartlett or Bob Currell if they wished to become involved in either of the Street Watch or PSV schemes.

 

Verge Markers

 

Concerns were raised about verge markers in Orton and the cost involved in their maintenance.
