Note: This Neighbourhood Council meeting will include a pre-meeting exhibition from 6.15pm of the Local Transport Plan and Capital Programme of Works from 2011-16 and how you can influence further schemes in your neighbourhood. There will also be an opportunity to view displays giving information on the ‘You Said, We Did’ items and Census Completion Events. The displays will be open from 6.00pm to allow members of the public adequate opportunity to consider the information.

Approve the minutes of the meeting held on 16th December 2010

Minutes:

The minutes from the meeting held 16 December 2010 were agreed to be accurate.

 

The Chairman asked those present to pose any questions they had to officers on the Local Transport Plan Capital Programme that was displayed:

 

Brian Jackson - Question about LTP Capital Programme – Orton Waterville bus service run by Northampton not Peterborough. The new timetable has first bus at 9.48am, then one an hour with the last one at 2.48 pm.  Two other routes cancelled so only one left.  Why doesn’t Cambridgeshire or Peterborough provide the local buses?  Cllr Stokes – met Louis Banks at PCC on Monday, lots of letters handed in, he will contact Stagecoach and provide an update – ready at next meeting.

 

Cllr Seaton – traffic impact on and from Greater Haddon is a concern. Also growth of traffic on the A1260 (Nene Parkway), very close to housing and impacts on houses in Dry Leys in Orton Malborne.

 

ACTION:

1. Cllr Stokes to provide an update on Orton Waterville buses.

 

4.

Youth Forum

A presentation from young people on how they would spend £10,000 to make improvements in the area.

Minutes:

Young people presentation on current activities within the youth forum including:

 

·       Proposals on how to spend £10000 in the local Wards;

·       Also could use the proposed new community centre as a resource and youth organised festivals such as Rock in the Park at Bretton;

·       What could Cllrs do to help? – more contact needed.

 

Questions and comments included;

 

Ian Allin – community centre, where?  Cllr Seaton – one on Four Chimneys Crescent in Hampton Vale, one also next to the proposed new primary school near Hampton College; first one by August this year, 2nd possibly 2012 but in tandem with the new school.  Also, a Sure Start Centre being built at Hampton Hargate which will be used for youth activities on some evenings.  Lisa Emmanuel – next meeting for planning new school developments to take place soon and trying to get Youth Forum involved in that.  Cllr Scott – children’s centres should be used every day of the week including the evenings.

 

Cllr Scott – if litter picks arranged, would young people attend? – Maybe. Could advertise this and arrange something.

 

Cllr Goodwin – spoke on Citizenship at both Orton Longueville and Bushfield schools.  Need to encourage more requests from young people for more involvement with councillors in schools.

 

Lisa Emmanuel – will be exploring the ideas from the youth forum and meeting again to see what can be achieved.

 

5.

Fuel Poverty

An opportunity to hear about grants and help available to tackle fuel poverty.

Minutes:

Judith Harvey advised those present on funding available to help tackle fuel poverty across the city.  Information included:

 

·         Fuel poverty is where 10% of gross income is spent to keep property at satisfactory temperature (18C).  Some people don’t spend money but stay cold;

·         Only consider private home owners for addressing fuel poverty (loft insulation for tenants too);

·         Lots of work has taken place over last 2 years.  Programme finishes 31 March but money will remain for loft and cavity insulation measures and some still available for heating;

·         Must be on benefits or earning less than £18k to qualify and most over 70s would qualify;

·         New works starting from 1 April so can submit requests and ask for further details.

 

Questions and comments included:

 

Ian Allin – how do people find out about what’s available? Judith Harvey – Alan Todhunter at PCC will assist callers.  Other funding streams are available too if you don’t qualify for the full amount.  Advert went out for previous project and had lots of uptake. Does go in Your Peterborough, also in ET.  The contractor also advertises the work and can apply for the CERT funding.

 

Vijay Patel – if a limited fund does it run out, how long?  Judith Harvey – big savings for a small investment so the funds available go a long way as can be under £200 for loft insulation so £75,000 can service many homes.

 

Cllr Seaton – what number of people in fuel poverty in Peterborough?  Judith Harvey – Don’t have the figures but Peterborough not as bad as many other areas.  Cllr Seaton – much of housing stock built in last 40 years so not as old as other areas?  Judith Harvey – social housing providers also very good at insulating their properties.  Need more private owners and tenants to do the same.

 

Cllr Winslade – double glazing part of the service?  Judith – no, as long as draft proof, timber frame windows not much different to double glazing. 

 

Public – does it cover flats too? Judith – haven’t done any; difficult as wall cavity is the height of the building.  Will investigate if any other schemes available.

 

Public – solar panel installation?  Judith – hoped renewable could be included but only if all other measures in place.  Very expensive and not found to be cost effective as little energy provided compared to insulation savings.

 

ACTION:

1. Judith Harvey to provide numbers in fuel poverty in Peterborough.

 

6.

Neighbourhood Council Budget

A final update on the allocated budget spend for 2010/11.

Minutes:

Lisa Emmanuel presented information updating those present on how money was being spent.

 

Comments and questions included:

 

Cllr Seaton - suggest that any remaining money go to the Youth Forum.

 

Vijay Patel – dog fouling signs, how obtain?  Lisa Emmanuel – contact Gavin Wade or Roy Clark for information. 

 

Cllr Scott – Hampton situation is very difficult concerning the emptying of bins.

 

Ian Allin – what information to be put on community notice boards? Lisa Emmanuel – adverts on community events, meetings activities, community groups, info from partner agencies too. 

 

Would it be possible to have notices in shops about littering and fines applicable?  Lisa Emmanuel - will look into this.

 

Chair – thanks to Lisa Emmanuel for hard work.

 

ACTION

1. Investigate whether littering notices can be put in shops.

 

7.

School developments in the area

An opportunity to learn about the progress regarding the developments at Ormiston Bushfield Academy and Orton Longueville School along with an update on proposals for the new Hampton Community School.

Minutes:

Cllr Seaton leaves the meeting.

 

Brian Howard introduced information updating those present on the situation at Ormiston Bushfield including:

 

·         New school will have new library, youth service provision, nursery, crèche;

·         School very keen to make school available for community and groups;

·         Work already started on site. 

 

John Hales from developer Kier presented information on the building works stating that the handover would be in July 2012 and demolition of the old buildings would take up to November 2012.

 

Questions and comments included:

 

·         Vijay Patel – how big will the stage be – out of school activities too? John Hales – in between main hall and dining hall. Stage can be opened up on both sides to encompass 3 different areas.  Don’t know maximum capacity, should be most of over 900 pupils;

·         Who responsible for surrounding area once opened? Brian Howard – Enterprise will be responsible for maintenance of the surrounding areas;

·         Re outside and access into the school, any provision for car parks for teachers?  John Hales - no additional parking to what’s there now.  Brian Howard – the parking will be available in the evening for public etc when school is closed, to access the sports centre;

·         Bus access and drop off, will be at the front or existing location?  Brian Howard – current situation won’t change, no proposal to change access to surrounding areas.

 

John Lewis arrived to present information on Orton Longueville and Hampton Community Primary school including place numbers and developments.  Questions and comments about Orton Longueville included:

 

·         Is Orton Longueville development to follow Bushfield and be constructed alongside the existing school? John Lewis - already empty buildings on the site so could relocate resources to less used parts but no firm plans yet;

·         Cllr Winslade – new uniforms have made a difference for Orton Longueville pupils.  John Lewis – also behaviour has vastly improved.  Cllr Goodwin – was in Orton Longueville recently and very impressed, lots of pupil pride.  Should support Orton Longueville and see it develop.

 

John Lewis advised that there was lots of growth in Hampton but the current S106 agreement with the developer not sufficient to provide necessary infrastructure including school places.  Different providers can come to run the new school.  Aim for September 2012 opening.  Planning application would be the next action. 

 

Questions and comments regarding a new Hampton school included:

 

·         Vijay Patel – is it community land? John Lewis – is PCC land to transfer if needed.  Will be accessible to the public and community facilities being developed.  Have considered all empty pieces of land, some land already allocated to secondary school expansion;

·         Vijay Patel – trigger points for secondary school extension was 4000 homes?  Still going ahead? John Lewis – hoping to announce new expansion soon;

·         Cllr Scott – no firm decisions made yet but PCC is pushing for this to happen once agreed;

8.

Open Session

An opportunity for any member of the public, elected and co-opted members of the Neighbourhood Council to raise anything that affects your area and to suggest items for future meetings and the annual work programme. 

Minutes:

Attendees were given opportunity to ask questions and raise issues affecting the area they lived in.  These included:

 

Great Haddon

·         Ian Allin – any info on Great Haddon?  Cllr Scott – still concerns about traffic impact.  Over 5000 homes and also businesses so roads not adequate for the expected traffic.  Lots of Cambs groups asking for reductions in house numbers.

·         Bethan Griffiths – consultation has been extended, notified today.

 

Littering and Graffiti

·         R Dethridge - Please have cleaner areas around bus shelters and graffiti removed?  Especially Home Nene House.  Cllr Stokes – no litter pick since last year.  Cllr Winslade – is still ongoing, advertised in local newsletter.  Takes place on Tuesdays.  Lisa Emmanuel – if interested in joining litter picks, Street Leaders or other volunteering, give details and we can try to arrange something.

·         More notices about fines for littering needed.

·         More notice about Street Wardens needed too.  LE – can find out more details about this.

·         Vijay Patel – most littering offences picked up in city centre but how we get Wardens to outside central areas. Lisa Emmanuel – all enforcement can be carried out by any enforcement officer. 

·         Cllr Allen – re bus shelters near Home Nene House, will look into this.  Sgt Thorpe – work is being done by police to address antisocial situations and Police report incidents of graffiti to council to remove.

 

Great Haddon

·         Plans to encourage employment to the area, not just housing?  Cllr Scott – lots of businesses but not always employment for Hampton residents.  Great Haddon looks like many warehousing but means lots of jobs. Will be thousands rather than hundreds.

 

ACTION:

1. Provide information on availability of Street Wardens;
