Councillor Murphy declared that he was an Elected Governor of the Trust.

 

Councillor Over declared that he had just applied to become a Non-Executive Director of the trust.

The purpose of this report was to provide the Commission with a review of the work undertaken during 2011/12 and to develop a work programme for 2012/13.

 

The commission was asked to consider the 2011/12 year in review and make recommendations on the future monitoring of these items where necessary.

 

The Commission agreed that for the forthcoming year they would like to add the following items to the work programme:

 

  • Funding for Rural Areas
  • Section 106 Agreements
  • Update on CIL
  • Health and Health Provision for Rural Areas
  • The Provision of Carers in Rural Areas
  • Disability Issues in Rural Areas
  • Older Peoples Strategy
  • Superfast Broadband
  • Community Action Plans
  • Community Centres and Village Halls
  • Community Safety
  • Localism
  • Affordable Housing in Villages
  • Housing Allocation in Rural Areas
  • New Streetlights in Rural Areas
  • Making Villages Energy Sustainable
  •  Educational Attainment, Capacity and Choice of Schools
  • School Transport in Rural Areas
  • Flood Management
  • Bus Services in Rural Areas

 

The Commission agreed that these items would be grouped together and the meetings would be themed.

 

ACTION

 

Governance officer to prepare the work programme for the forthcoming year.

The latest version of the Forward Plan, showing details of the key decisions that the Leader of the Council believed the Cabinet or individual Cabinet Members would be making over the next four months, was received.

 

The following items were of interest to the Commission:

 

  • Sale of Surplus Former Residential Care Home – Eye – Members were concerned regarding loss of open space on site.
  • Street Lighting Efficiency Programme (2012 and 2013/14) and Lighting Column Replacement Programme (2012/13)
  • Clare Lodge – additional four lounge areas – Members were concerned about possible traffic issues
  • Energy from Waste Facility and Associated Works and Services – Members were concerned regarding possible toxins and pollution on surrounding villages.
  • Opportunity Peterborough Business Plan - Members were interested to know what action was being taken regarding employment in villages.

 

 

 

ACTION

 

Governance Officer to contact Cabinet Member and Officers concerned and ask them to contact the Chairman to clarify any concerns regarding Energy from Waste Facility and Associated Works and Services.
