TheCabinetMemberapprovedthe2020/21 TransportProgrammeofWorks,as follows:
· The2020/21 IntegratedTransportProgramme;
· The2020/21 HighwayMaintenanceProgramme
· The2020/21 StreetLightingMaintenanceProgramme;and
· The2020/21 BridgeMaintenanceProgramme.
A new LocalTransportPlanhas beenpreparedby theCombinedAuthorityand wasadopted bytheirBoardattheirJanuary2020meeting.Thisdocumentwasdeveloped overmany monthsand theCombinedAuthorityworkedinpartnershipwithPeterboroughCityCouncil. A fullpublicconsultation occurredand arangeoftransportinterventions tobestaddress local problems, meetthegrowth aspirations ofthe Cityand integrate the Government’s transport priorities agreed nationally by the Local Government Association and the DepartmentforTransport.Theassessmentand appraisalofoptionsinvolved:
· EqualityImpactAssessment(EIA)
· StrategicEnvironmentalAssessment(SEA)
· HabitatsRegulationAssessment(HRA)
On an annual basis the Council receives numerous requests for improvements to the transportnetworkfromthe generalpublic,CouncilMembersand otherstakeholders.These potential schemes are assessed against recognised assessment methodologies and prioritisedforconsiderationin futureyearsprogrammes.In someareaslikehighwaysand street lighting, scheme prioritisation is based on inspection processes, which assess conditionand targetspendingwhereit is needed most.Asbudget allocationsarefiniteit is inevitablethatsomealternativeschemes,whichbroadly meetobjectives,willnot beincluded in the proposedprogramme.Theseschemeswillremainon the RequestDatabaseand be consideredforthe followingyear’sprogramme.Otherschemesthathavebeen assessed, and whichdonotmeetobjectives,wouldbe rejectedand notbe consideredagainin the immediatefuture.TheProgrammeofWorksshownin Appendices1-4is consideredtobe the bestprogrammetomeettheCouncil’sobjectives.
LTPcapitalfundingis awardedintheformofa singlecapitalpot andthisfinancialyearis provided as direct capital grant to the Combined Authority. An early mandate for the proposedTransportProgrammeofWorksis essentialin order toprovidesufficienttimeframe for consultation,designandimplementationofidentifiedschemeswithinallocatedbudgets.
Nottodelivera programmeofworks:The£4,193k(annualallocation) expectedtransport settlementisgrantfunding- nondeliveryof atransportprogrammeofworkswouldmean thatthe fundingcouldbelost. Successfuldeliveryoftheproposedprogrammeofworkswill providesignificantbenefitsto theresidentsofPeterboroughand thewidertravellingpublic, resulting in improvements to; condition of roads and pavements; street lighting; public transport;roadsafety;accessibilityand theenvironment. Thesebenefitswillbe lostif the programmeis notdelivered.
Agree an alternative scheme/works programme: The schemes put forward have been developedinconsultation witha widerangeofkeystakeholdersand assessedtoensure they meetobjectivesand providevalue formoney.
