Extension of the current Section 75 agreements for the Healthy Child Programme (HCP) in Peterborough (Health Visiting, Family Nurse Partnership and School Nursing) AUG19/CMDN/28

Decision Maker: Deputy Leader and Cabinet Member for Adult Social Care, Health & Public Health

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

The Healthy Child Programme (“HCP”) includes School Nursing, Health Visiting and Family Nurse Partnership Services. Work is underway between both Local Authorities and service Providers to develop an integrated HCP offer across the county and it shall be amongst the first child health service to be recommissioned within this strategic vision.   Due to the complexity of the work required, an extension is being sought under the current terms for a further 3 month period.

Decision:

The Cabinet Member authorised the extension of existing Section 75 agreements with the Cambridgeshire and Peterborough Foundation Trust relating to:

(i)             The lead provision of School Nursing Services, whereby the Cambridgeshire and Peterborough Trust would exercise the health-related function to the local Council. This would be for the value of £138,666 for the duration of 2 months between 1 August 2019 and 30 September 2019; and

(ii)            The lead provision of Health Visiting and Family Nurse Partnership Services, whereby the Cambridgeshire and Peterborough Trust exercise the health-related function to the Council. This would be for the value of £548,000 for the duration of 2 months between 1 August 2019 and 30 September 2019.

Reasons for the decision:

The recommendation to extend the current Section 75 agreements was required in order to assure continuity of commissioning of the services while additional financial work was carried out.

Alternative options considered:

To do nothing. This was rejected as the Council was required to maintain the continuity of the Healthy Child Programme which was required under the Council’s statutory responsibility for Public Health.

Interests and Nature of Interests Declared:

None.
