Appendix 1 should be treated as exempt in accordance with paragraph 3 of Schedule 12A of Part 1 of the Local Government Act 1972, as it contains financial information relating to the business dealings of the Council and the need to keep this confidential exceeds the public interest in publishing it.
The Cabinet Member:
1. Approved the award a contract to Lindum Group for the construction of a new waste transfer station for the sum of £870,498.98; and
2. Agreed the professional fees referenced for Amey Peterborough (formally known as Enterprise Managed Services Ltd) to project manage the ground/soil investigation, construction, commissioning and eventual handover of the building to the Council for the sum of £82,309.49.
Under the Environmental Protection Act we have a statutory obligation to ensure waste and recycling under our control does not escape. Also developments in the market for recycling mean it has an economic value and the present semi open recycling storage leads to reduced quality and value as rain is able to get into the material and wet the paper and card. A reduced quality of material has a direct impact on reducing the income received by the Council.
The Council holds long term partnership with Amey Peterborough, part of which is the provision of Property Design and Maintenance functions which include the management of property contracts including design, procurement, through to the monitoring of contractors on site and bringing the building into operation. It is therefore appropriate to include the functions necessary to bring the new building into use through the construction process through the existing arrangements with Amey.
Continue to use the temporary facility located at Nursery Lane, which was installed with the agreement of the Environment Agency as a short term measure to allow the continued reception and transfer of material to preserve collections for Peterborough residents. The Environment Agency is of the opinion that the continued use of this temporary facility is not in keeping with the original agreement and therefore not the basis of the agreement they offered to allow its use during the development of a permanent facility.
Development of a Waste Transfer Facility within the building known as Dodson House, adjacent to the EfW facility was considered and previously planning permission was obtained allowing such a development within the building envelope. This option is no longer available as the building is now committed to be the site of the new Householder’s Recycling Centre to replace the existing Dogsthorpe site.
An alternative would be to not make use of the specialist knowledge and skills of Amey Peterborough during the construction and ground investigation works period, however this could lead to the Council being exposed to unmanaged risks which may arise once construction commenced.
