Purpose:

The Cabinet Member approved the expenditure for the extension of the contract with Cambridgeshire Community Services NHS Trust for the provision of the Integrated Sexual Health Service for an additional two years until 30 June 2019.  The total cost for the additional two years is £2,751,399.00 (£1,375,699.50 for each of the additional years).

 

Reasons for the decision:

The contract provides that the Council may extend the term of the contract by a further period of two years up to 30 June 2019.  The Council will continue to contract with Cambridgeshire Community Services NHS Trustfor the provision of these services for the extended period of two years until 30 June 2019 for a total extension value of £2,751,399.00. 

 

Since 1 April 2013, local authorities have a statutory duty to commission most sexual health services as part of their wider public health responsibilities.

 

The current integrated community sexual health services have enabled service users to have all of their sexual health and contraceptive needs met in one place by one clinician wherever possible.  This has proven to be more convenient for local residents and normalised STI testing and treatment.

 

Alternative options considered:

Not to extend the contract and re-procure the service.  This would not represent value for money as the option to extend the existing contract has already been authorised and avoids the need for the additional expense of re-procurement and a potentially higher cost of the service if re-procured.  In addition any change in service provider could affect continuity of service for service users.

 

To extend the contract for a further period of 2 years and rely on the original CMDN, MAR14/CMDN/26 which, although authorises the option to extend the contract by a further period of 2 years, does not specifically authorise the value of the extension period.
