Libraries and Community Services Review - NOV14/CAB/100

Decision Maker: Cabinet

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

Cabinet received a report which was submitted following a referral from CMT on 11th November 2014.

 The purpose of the report was to:

(a)    Allow Cabinet to consider the responses to the recent city-wide consultation on

people’s use of our libraries and community centres;

(b)   For Cabinet to consider how these results will feed into the Council’s spending

plans for 2015 – 2016;

(c)    For Cabinet to consider a different approach for community centres, including new

criteria to guide decisions about future management arrangements.

Reasons for the decision:

The reasons for the report were to review and approve the results from the public consultation on the use of libraries and community centres and to consider how the responses informed the Council’s spending plans for 2015 – 2016, furthermore to approve the proposed approach to supporting community centres in the future, to secure a sustainable network of effective and efficient centres through a new model for community centres.

Alternative options considered:

A ‘do nothing’ approach had been considered but discounted, this being on the grounds that the consultation undertaken suggested there was a strong case to bring greater coherence to the approach in delivering library and community centre services in the future.

Interests and Nature of Interests Declared:

Councillor Cereste declared a personal interest in that he was the Chairman of the Italian Community Association.
