Delegated And Collaboration Partnership Agreement For Procuring Target Hardening Services For Victims Of Domestic Abuse Across Cambridgeshire And Peterborough - NOV22/CMDN/42

Decision Maker: Deputy Leader and Cabinet Member for Communication, Culture and Communities

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

The Cabinet Member:

1.    Approved the council entering into a Delegation and Collaboration Agreement (DA) with Cambridgeshire County Council for?the procurement and commissioning of target hardening services for victims of domestic abuse across Peterborough and Cambridgeshire from 1 January 2023 until 31 December 2023, with the option to extend for a further two years.

2.    Amended the constitution to reflect the delegated functions to Cambridgeshire County Council as required.

3.    Authorised the Director of Governance or delegated officers to enter into any legal documentation on behalf of the Council in relation to this matter

Reasons for the decision:

Target hardening is recommended for local authorities in the guidance that accompanies the Domestic Abuse Act 2021. This places a statutory duty on local authorities to provide safe accommodation.

Alternative options considered:

Separate commissioning of a service for Peterborough City Council and Cambridgeshire County Council. This would not be cost effective in a field where other domestic abuse services and statutory services such as the police,  work across both authority areas. It would also considerably increase costs.
