Purpose:

The Cabinet Member is approved the following:  

 

Modifications to the Integrated Drug and Alcohol Treatment System contract for Peterborough between the Council and Change Grow Live Services Limited for the contract years 2022/23 and 2023/24. Modification values are£1,255,151.49  and for contract extension year 2022/23 and £1, 056,418.99 for contract extension year 2023/24

 

Reasons for the decision:

To ensure continuity of care and that the best outcomes for the clients are achieved. Securing a high quality, efficient, cost effective services, and contribution to an improvement of health outcomes.   

 

The modifications fall within scope of the service provision within this Contract. The Variation provision within the Contract is the means available to the Councilduring the term of the Contract, by written notice to the Contractor, to request a variation to the Contract or Service Specification requiring the addition, suspension, reduction or cessation of the provision of the Services or any part of the Services.  

 

The grant funding will incrementally add to and complement existing services provided within the Contract.  A change of contractor to provide services utilising the grant funding for additional Rough Sleeper Drug and Alcohol Treatment services and Treatment and Recovery  services is not considered possible due to requirements of interchangeability or interoperability with existing services procured under the initial procurement.  A change of contractor would also cause significant overlap, inconvenience etc. whilst a further procurement be undertaken and substantial duplication of management and costs for the Council. 

 

A CMDN is required due to the value of the modifications for contract year 2022/23 and 2023/24 exceeding the threshold for which a Director may authorise. 

 

Alternative options considered:

To not modify the Contract.  This has been rejected as these services all fall within the scope of the Contract.  To not modify and enable these services to be provided would create a public health risk, as residents may be unable to access substance misuse services in Peterborough.  Local Authorities are mandated to ensure that these services are provided in their areas.  In relation to HALP, not varying the contract would lead to PCC absorbing the reduction placing a recurring pressure on the Public Health Budget. 

 

Procurement of the services:  the scope of the modifications fall within the Contract’s scope, therefore to procure the services separately would cause significant overlap, inconvenience etc. whilst a further procurement be undertaken and substantial duplication of management and costs for the Council.
