With the approval of the Chairman of Growth, Environment, and Resources Committee, the urgency procedure, special urgency procedure, and waiver of call-in procedure have been invoked to suspend the requirement to publish notice of the decision for 28 days, to suspend the requirement to publish the decision for five days, and to subject the decision to a three day call-in period. These procedures have been invoked to ensure that payments can be made to its intended recipients as quickly as possible who are in financial difficulty due to COVID-19.


The Cabinet Member:


1.    Approved updates to the Additional Restriction Grant scheme as outlined in CMDN Jan2021/63, for the 2021/22 financial year.


  1. Instructed officers to ensure that the payments are processed in accordance with the agreed schemes for the qualifying properties and rebilling takes place at the earliest opportunity and that any further categories as advised by government to be included within the scheme are also processed at the earliest opportunity;




Reasons for the decision:

The remaining £1.8m current funding will be awarded by 30 June 21 thus enabling a further grant payment to Peterborough City Council of £1.4m which will be awarded by 31 March 22.

Alternative options considered:

Alternative option considered was to not attempt to spend the balance of the Additional Restrictions Grant by 30 June 21 but this discounted due to the not being able to claim additional funding from central government if this deadline were not hit for businesses in Peterborough who have been so badly hit by Covd-19.
