Purpose:

The Cabinet Member approved the award of placement on the Council’s “pseudo” Dynamic Purchasing System (PDPS) and pseudo DPS Agreement (DPS Agreement) to each of the successful bidders who tendered for the DPS for early intervention and prevention services as set out in the report in section 3.7.  The DPS Agreement will commence on 3rd May 2021 to run for a period of 5 years with an option to extend for 2 years with a total value of £21,329,161.   

Reasons for the decision:

The recommendation to approve award for the Early Intervention and Prevention PDPS is made on the following factors:

 

-       Improve service delivery and individual outcomes for people with a range needs across client groups in Peterborough

-       Deliver an effective commissioning and contracting arrangement between providers and Peterborough City Council

-       Ensure a strategic approach to the market which provides the opportunity for innovation, review and growth

-       Ensuring there is enough local provision to enable Peterborough City Council’s statutory duties to be discharged under the Care Act

1)         Do nothing – to continue with current arrangements

 

Rejected – Current arrangements are inconsistent across providers and did not enable a strategic approach to early intervention and prevention services.  Competition and market development is difficult and the EIP PDPS will enable new providers to enter the market.  Strategic commissioning across system partners with similar preventative agendas would be more difficult with a range of individual and inconsistent contracting arrangements
