Reason for urgency:
With the approval of the Chairman of the Growth, Environment and Resources Scrutiny Committee the Special Urgency and waiver of call-in procedures have been invoked to suspend the requirement to publish the decision for 5 days prior to publication and to waive the ability for the decision to be called-in. The current contract with Arcus Global Limited expires on 31st March 2018 necessitating a replacement contract to be in place by 1st April 2018. To bring control and management of the AWS estate closer to PCC, the decision has been taken to remove Arcus Global from supply chain by procuring AWS services directly G-Cloud 9 Framework Agreement (as covered by this CMDN) as well as the management service/support wrap also previously provided by Arcus.

This decision is urgent as the Council’s current insurance arrangements come to an end on 31 March 2018 and the new insurance contract has to be in place for 1 April 2018. Due to the length of the procurement process, unless the five working day consideration and the three day call in period is waived, the contract cannot commence from 1 April 2018 . This would leave the Council without insurance from that date until the contract could be put in place, which would leave the Council exposed to insurance claims.

The Council’s Monitoring Officer was made aware of the intention to use Special Urgency.

The Chairman of the Growth, Environment and Resources Scrutiny Committee agreed to waive the five day consideration and 3 day call in period.

Reason for urgency:
With the approval of the Chairman of the Growth, Environment and Resources Scrutiny Committee Urgency, Special Urgency and waiver of call-in procedures have been invoked to suspend the requirement to advertise the decision for 28 days, publish the decision for 5 days prior to publication, and to suspend the 3 day call-in period.

This is because the Council has entered into an agreement with the vendor to complete the transaction within a strict timetable giving its exclusivity to acquire the property ‘’off market’’ with completion being on or before the date rent next becomes due which is 25 December 2017
