Issues Arising From Previous Meeting

Minutes:

The Neighbourhood Manager advised members that all updates were in feedback documents on the tables and were on display boards at the back of the room.

5.

Youth Forum

Presentation from the Youth Forum on a project to introduce new play/recreation equipment at Heritage Park play area, Park Farm

Minutes:

Sue Schofield, Community Based Youth Worker 8-19 Service, and Fletton, Stanground and Woodston youth forum members presented information on issues in the area that included:

 

·         Funding ideas and training days;

·         “Sorted Event” – youth information event;

·         Skateboarding championships in Stanground, prizes donated by local groups and businesses;

·         Seating added to the skate park; and

·         Park farm play area improvements.

 

Comments and responses to questions included:

 

·         Officers will look into why are lights off in Fletton recreation ground and not being replaced;

·         Neighbourhood Manager – ideas for the spending of S106 monies for play areas were being led by the youth forum and youth services team and would include full consultation.

a)      Capital Budget 2011 / 2012 Allocation

 

Opportunity to agree the project proposals for the allocation of the annual budget.

 

Minutes:

a) Capital Budget 2011/12 Allocation

 

The Chairman proposed that local councillors would introduce each proposed spending item which would be followed by a discussion on the spending proposals and then committee members would vote on each item:

 

·         Cllr Walsh introduced the lighting at Stanground Skate Park recommendation:

o        very much used area and will benefit the park;

o        Still technical issues around on-off timing and types of lights to resolve;

o        LE – has been a full study for lighting at Skate Park and was previously identified as a needed project to encourage wider use of the area.  Do have S106 contribution already but there is a shortfall that this budget will fill;

·         Cllr Rush introduced the Introduction of Infrastructure to improve access/encourage wildlife at Stanground Lode recommendation:

o        will increase accessible leisure area in Stanground and link with other developments;

o        Volunteers could be used to help develop the area;

·         Cllr Harper introduced the traffic calming measures on Coneygree Road at the junction with Ellwood Avenue recommendation advising that speeding traffic around Coneygree Road was a real issue and the situation needed addressing urgently;

·         Cllr Serluca introduced the introduction of measures to prevent parking on verges recommendation:

o        proposal would see trees planted on selected roads to help address the problem;

o        Cllr Lee advised this would be supported by a further £15k from Council funding.

 

There was a 10 minutes discussion on items proposed.  Feedback on items included:

 

·         Skate park: good support, could help tackle ASB, need to deter people from climbing the lighting columns, need to restrict glare for drivers and neighbours, need to determine how to change light bulbs, concerns over pathway lighting not just skate park, litter problem developing;

·         Stanground Lode: maybe priority item over others, great open space asset to Stanground, needs to clear out the river, good local support, excellent idea, hope benches will also be provided, great opportunity to enjoy the area more;

·         Traffic Calming: local support for this, very important priority, all measures to improve safety welcome, need to consider what type of calming measures used e.g. Park Farm style measures good, Lawson Avenue not so effective.

·         Tree Planting for verges:  fully support this too, good idea.

 

It was noted that Fellowes Gardens would receive needed investment too in coming years.

 

Audrey Chalmers - why putting trees in one place to deter verge parking when removing a tree for a parking place on Fletton Avenue? Cllr Lee – don’t support removal of tree on Fletton Avenue/Coneygree Road but the Fletton Avenue tree issue was Stanground Central Ward.  Cllr Rush – was advised by Enterprise Peterborough that the tree was dying so would be removed before safety risks and hazards occur.  A Chalmers – could replace the tree?  Cllr Lee – there were plans to have five more new trees along Fletton Avenue but not in Stanground Central ward.

Updates on Matters of Interest Relevant to the Committee

a)      Live Healthy, Live Green

 

Presentation from NHS Peterborough to promote the Live Healthy, Live Green campaign & the Pledges in all areas of the city

 

Minutes:

Kathie Longbone from NHS Peterborough presented information on the Live Healthy Live Green Campaign which included:

 

·         Links between environment and health agendas;

·         Demographic information about Peterborough including age range inequalities and life expectancy figures;

·         Health issues;

·         Aspiration for Environment Capital information;

·         How to link environmental benefits with health benefits such as walking to school, growing your own vegetables etc;

·         New website to support the campaign;

·         Asking for commitment pledges from people to contribute to the campaign.

 

Comments raised and responses to questions included:

 

·         Cllr Walsh – re supermarket offers such as 3 for 2 etc, what work being done with food suppliers re waste?  KL – could liaise with Peterborough Environment City Trust to raise this issue;

·         Alan Bull – think a gap between green minded people and support for people i.e. allotment users.  Also if only using one bin not three, what incentive from the council to make it more worthwhile to do this?  Cllr Lee – some people could misuse incentive schemes and make issues worse but council is considering food recycling and other schemes.  Allotments would see continued investment and increase of numbers of allotments in the city;

·         Cllr Serluca – some supermarkets looking to amend best before dates so could help with food waste issue;

·         Cllr Cereste – local authority can only go so far but is a national and world issue not just a local issue so local incentives could work but only a limited effect.

Open Session

An opportunity for any member of the public, elected and co-opted members of the Neighbourhood Committee to raise anything that affects your area and to suggest items for future meetings.

 

Minutes:

Attendees of the meeting were given the opportunity to ask questions and raise issues affecting the area in which they lived.

 

Issues raised included:

 

Tree on Fletton Avenue

·         Alan Bull, resident - several months ago this issue was discussed at a community meeting held in Woodston and Mr Bull’s name was brought up along with that of another resident, Mr David Clarke.  An allegation was made about Mr Bull’s comments about the tree being removed on Fletton Avenue.  Mr Bull welcomed the opportunity to discuss the issues further with anyone concerned; and

·         Cllr Walsh - was referred to previously as an older, unhealthy tree and officers have recommended removal. The issue is about comments made about the resident rather than the tree itself.

 

No further issues were raised.
