In accordance with Section 51
of the Licensing Act 2003, following the submission of an
application for a Personal Licence and following declaration of a
criminal conviction, an objection was received from the Responsible
Authority – the Constabulary. The Licensing Authority was
required to hold a hearing.

Mr. Langford Smith addressed the
Sub-Committee. The key points raised during his address, and
following questions from the Sub-Committee were as
follows:

to withdraw his application and reapply at a time when his criminal
