During his/her opening statement, the Chairman advised all present of the procedure to be followed and[s e3] . There were no apologies for absence, no declarations of interest and no objections were made to any of the Members of the Sub Committee taking part in the Hearing.
There were no objections to the recommended 10 minute speaking time[s e4] .

The Licensing Enforcement Officer informed the Committee that it had before it an application for a (New / Variation / Review etc) made by (indicate who made the application) (Give brief details as to what it has applied for )
Representations had been received from list relevant authorities and interested parties under the public nuisance[s e5] licensing objective. It was reported that mediation had been carried out between the applicant and xxxx[s e6] . As a result of this additional conditions had been agreed, these were detailed in paragraph x.xof the committee report, therefore, the representation had been withdrawn. However, the representations from Interested Parties had not been resolved. [THW7]

Reasons for the Decision:
The Sub Committee was satisfied that on the balance of probability and that in all the circumstances, including the additional conditions imposed, the extended hours [s e12] will not create an unreasonable disturbance or nuisance to local residents[s e13] . In addition, the committee considered each condition individually and was satisfied that all conditions, including the additional conditions[s e14] set out above, properly and adequately promoted all of the four licensing objectives. Moreover, the committee considered them necessary to prevent public nuisance[s e15] .
In coming to its decision, the Sub Committee had regard to Peterborough City Council’s Statement of Licensing Policy and the National Guidance, in particular, those sections highlighted at x.x and x.x of the committee report.
